The Framework for District Positive Energy Blocks (DPEB) Learning and Education is a model of citizen learning, adjustable to different cities and communities. It is a digital platform that presents learning activities for different groups, backgrounds and types of situations. Learning activities cover the following topics:

- Types of renewable energy sources
- Energy storage solutions and energy efficient equipment
- Concept of Positive Energy Blocks, Districts and Cities
- Becoming prosumer; community energy schemes, peer-to-peer energy trading
- Financing sources for making shift towards renewable energy
